La Edito apareixerà a cada número i sempre que ho estipuli l’editor, és llavors l’únic apartat de la revista d’edició continuada. La seva funció és la d’estimular els debats sobre diversos elements relacionats amb les polítiques públiques i, eventualment, presentar resultats sintètics de treballs propis no subjectes a revisió.

 

Abstract

 

The “Edito” Section will appear in each Review number,  and it  will be  the only section with a continued edition. The function of this section is to stimulate the debate between different items related to public policies, eventually, it could also present preliminary results of our own research without a peer review process.

La Edito aparecerá en cada número y siempre que lo estipule el editor, es entonces el único apartado de la revista de edición continuada. Su función es la de estimular los debates sobre varios elementos relacionados con las políticas públicas y, eventualmente, presentar resultados sintéticos de trabajos propios no sujetos a revisión.

 

 

 

Today's crisis, in addition from bringing to light problems prior to such crisis, has also highlighted the weakness of argument and debate in many, if not most, of the public policies of our country. This continues to be, in our opinion, one of the relevant differences if we compare ourselves with other advanced countries, even more significance over others that usually are reported in the media. At the intersection that gives title to this review, public policies and territory, this is even more glaring, if anything. Whichever exceptions that can be desired, we do not have neither regional public policies or take into account the territorial dimension that any public policy has. Therefore we find here the original purpose for this initiative, that is, a specific assessment of the stage of reflection on these issues, clearly, is totally inadequate in our view.

This reflection is also linked to a paradox. The status of the autonomous regions has represented and still represents a high level of decentralization (at least compared to our European environment) and somehow always the advantages of the institutional architecture has been emphasized to provoke, or at least to spur, a territorial development more powerful and sustained from a network of regional public authorities and institutions. The current crisis has highlighted once again the shortcomings and weaknesses of the institutional decentralization, as the need to rethink and improve our territorial governance.

But this, which ultimately is just an opinion, does not explain by itself the commitment and effort required by a periodical publication. The other origin is everyday confirmation of a gap between the world of research and thinking and the world of political praxis, and especially the debate about policies. It is not a judgement on anyone, it is just our perception. So we wanted to provide a modest area of ​​exchange between the two, as from the purpose to be completely rigorous in the selection and dissemination of research while provoking as much as we can in the definition and promotion of debates.

Thus, the publication comes from the desire to collect and bring the scientific and academic world and the practice of applied research and consulting, this latter field is the editor's focus of activities, the company "Innovación y Consultoría en Políticas Públicas sl". Perhaps, surprisingly at difficult times as these a company promotes an initiative of this kind, and further assume the publishing of a scientific publication. In our opinion the reasons are powerful. On the one hand, we consider a factor that explains the weakness of our public policies and institutions lies in the low level of reflection and rigorous analysis that too often sets its discussion and implementation. Furthermore, we see that there is a growing saturation of the areas where the young people and not so young researchers could find a channel to their works and give back to society the value they have created.

The composition and role the editorial board and reviewers wish to play, whom we want to welcome and thank their favorable reception and disposition, illustrate the commitment and direction which we want the entire publication to take.

With these purposes and characteristics in view, the role of the editor has restrictions that are welcome and asssumed with the commitment to preserve them, providing only the editor's space to make our modest contribution to debate and research on the development of public policies favorable for the territory .

The brief notes section [Edito] will appear in each issue and subject to the stipulation of the editor, and thus the only section of the magazine of continous publication. Its function is to stimulate debate on several elements related to public policies and, eventually, to show summarized results of works not subject to review.

In the end, it is an adventure that is not new to the drivers of this magazine, which we tackle from the modest endorsement of our experience and with the conviction that everyone can contribute to improve the quality of debate of ideas and reflection on public praxis by giving value to theories and realities within our reach.
